HR Administrator within Staffing Service
The position is located within the Health and Care Administration, which is one of eight administrations in Linköping Municipality. The Health and Care Administration is responsible for the municipality's elderly care, health care, authority exercise, ordering services, and provides care and support on its own. Your Tasks
As an HR Administrator within Staffing Service, you work with administrative support in recruitment and staffing, focusing on hourly substitutes in care and support.
In your daily work, you are responsible for administration during the hiring of substitutes, such as writing employment contracts, entering information into our systems, and ensuring that the correct information reaches both the organization and the substitute. You handle incoming emails and phone calls and are a contact person for managers, candidates, and substitutes regarding employment, staffing, and administrative procedures.
The work also includes payroll administration for hourly substitutes as well as administrative support in recruitment processes, for example, through selection, handling language tests, and references. You also work with archiving, controls, certificates, as well as extensions and terminations of employment contracts. The everyday work consists of many recurring tasks and sometimes a high tempo, which requires you to be able to work in a structured manner and take responsibility for your work.
Your Workplace
You belong to the Staffing Service unit, which from January 2026 will be a merger of the previous Practice, Introduction, and Recruitment (PIR) and Staffing Service.
The Staffing Service is located within the Health and Care Administration and provides support to both the Health and Care Administration and parts of the Social Administration. The unit is responsible for hiring, follow-up, and administration of hourly substitutes as well as supporting managers in staffing and recruitment issues.
The workgroup consists of HR consultants and administrative employees who work closely together and have a shared responsibility to support the organizations in their tasks. Collaboration occurs daily both within the unit and with managers in the organizations.
We are centrally located in Linköping, and working hours are scheduled during the day with flexible working hours agreement.
Who You Are
We are looking for someone with a high school education and experience in administrative tasks where administration has been a clear part of the work. You have good computer skills and can express yourself clearly in Swedish, both verbally and in writing, as the role involves daily contact via email and phone.
It is an advantage if you have post-secondary education in administration or HR as well as experience in payroll administration. It is also beneficial if you have worked in personnel administrative systems, recruitment systems, or in Heroma and TimePool. If you have worked in service and/or the public sector, this is also an advantage.
To thrive in the role, you need to be structured and self-driven, as well as have a service-oriented and responsible attitude. You need to be able to collaborate with others, be attentive in your contact with the organizations, and understand that your work is part of a larger context where care and support for users is central.
